Cons and Parish Council Failure

Why did all three Con Ward Councillors fail to action this?

In addition, why did Full Sutton and Skirpenbeck Parish Council fail to action this? Could it be that the Clerk Clare Finley and Sarah Davis, wife of one the Parish Councillors, are too busy with their obsessive campaign against me to ensure public safety?
