Before either the Pocklington Flood Alleviation Scheme (FAS) or the adjoining 200 dwelling Persimmon Development can be granted planning permission a risk assessment must be undertaken.
I am informed at this point:
- This will reveal risks which cannot be mitigated.
- The developer must inform all potential buyers of the unmitigated risks.
- Potential buyers must inform their mortgage and insurance company of the risks.
I am of the opinion that as there will be unmitigated risks neither the FAS or the development will be able to proceed.
