“Under the latest Traffic Signs regulations bollards in 30 mph areas do not need to be illuminated but require to be of a reflective material, which these are. As a result of these changes we have undertaken a replacement scheme as part of our energy reduction project. The ones in your photo are solar powered and as such should have been lit, although even if not lit the reflectivity should be sufficient

Together with the road marking this should be enough to highlight the traffic islands. I will arrange for the bollards to be inspected and if the reflectivity is not as required we will look at replacement”
