Hambleton Attempt Retreat From Lisa’s Fiasco

Having drawn the attention of Hambleton District Council (HDC) to further failures of the Leeming Bar Public Spaces Protection Order (PSPO) banning overnight parking in Leeming Bar PSPO – Lisa Dixon Fails Again? it now appears that they are attempting a full-scale retreat.

A quick game of spot the true message in the following reveals preparation for back to camp boys by HDC:

  • “The holiday season is making it more difficult to get people together to discuss the legal advice the Council has been given.” 
  • “Consequently the Council is continuing with the educational phase of the PSPO, as it is important to the communities we were elected to represent that they see we are taking their concerns seriously.”
  • “Once the meeting has been held to decide what “next steps” to propose we will be in touch with all concerned parties.”

Polite Advice

It could be said that to be aware a PSPO is unlawful but yet continue “with the educational phase” that such action is fraud and intimidation. Both of which are criminal offences.

Given the expanding catalogue of failures by Lisa Dixon, Scarborough Borough Council Director of Legal & Democratic Services I would advise that further legislation is not breached by HDC.

In addition, HDC needs to be mindful of their Statutory Duties at Leeming Bar in relation to the Environmental Protection Act 1990.

Simple Solution

Ironically I have a simple, low-cost solution to the issues that residents are concerned about.
